Dear Mr. Hinkamp:

We have rated Rockridge Builders for the purpose of qualifying for VALUESTAR CERTIFIED. We have completed the necessary research and the customer satisfaction rating described in ValueStar's Qualification Standards.

In order to complete this rating, we have conducted a review of the Company's licensing status,
insurance levels and status, complaint bureaus status, and determined the Company's relative level of customer satisfaction during the previous year.

We conducted our ratings in accordance with our own internally developed Qualification Standards. We believe that our research and ratings provide a reasonable basis for the results presented in this report.

In our opinion, this Rating Report presents fairly the research and ratings performed by ValueStar, Inc. for Rockridge Builders.

We declare that Rockridge Builders has passed all of the ValueStar Qualification Standards and has therefore qualified for VALUESTAR CERTIFIED.

In order to determine a Company's qualification for each of the four rating steps, ValueStar first determines the service industry in which the Company should be categorized. It determines this by polling the Company's senior manager as to the percentage of sales per service offering. If more than 60% of the Company's sales are in one major industry, that industry's qualification criteria are used for each of the rating steps. If less than 60% of the Company's sales are in one major industry, then each industry that represents 20% or more of the Company's sales revenues is taken into consideration. The industry-specific qualification standards for this Company are then determined by weighted average of these industry qualification standards.

LICENSE STATUS VERIFICATION:
1. Each appropriate licensing board was contacted, and verbal or written verification of each license was obtained.
2. ValueStar's Licensing Qualification Standards for the Company's industry were compared with the Company's actual licensing status.

INSURANCE LEVELS AND STATUS:
1. Physical inspection of certificates of insurance occurred.
2. ValueStar's Insurance Qualification Standards for the Company's industry were compared with the insurance types and coverage represented in the Company's Certificates of Insurance.

ValueStar-identified industry-specific licensing agencies were contacted by telephone or by letter and were requested to supply the number of and nature of complaints received about the Company during the previous twelve months. Certain license bureaus supplied this detailed information, while others supplied a general status conditions.

In certain cases, ValueStar may have requested additional details regarding a specific complaint case from the Company. The Company has responded appropriately and provided a specific explanation.

CUSTOMER SATISFACTION RESEARCH:

A total of 77 customer records were provided by Rockridge Builders. Rockridge Builders has warranted that these records represent customers in the Bay Area who have transacted business with the Company during the preceding months.

A total of 30 surveys were completed and these were audited by the Public Research Institute at San Francisco State University. A valid telephone number is defined as that which if from a customer in either the 415, 650, 510, 707, or the 408 area code.

Up to six re-calls were made on valid telephone numbers which had not responded ( no answer, busy signal, answering machine, call later response).

Telephone surveys were conducted from April 10, 1998, through April 24, 1998, between the hours of 1:00 PM and 9:00 PM.
